British Columbia runs its own immigration program alongside the federal system. A provincial nomination changes the arithmetic of your permanent residence application considerably, and it is the route I took to my own PR.

What BCPNP is
The BC Provincial Nominee Program is how British Columbia nominates people for permanent residence, based on the province's own priorities rather than the federal points system. A nomination isn't permanent residence on its own, it's the step that lets you apply for it, either through Express Entry or directly to IRCC, depending on which stream you're nominated under.
EEBC vs non-EEBC
This is the question I answer on almost every BCPNP call. An EEBC nomination is layered onto a federal Express Entry profile you already have, it adds points to that profile and the permanent residence application then goes through the federal Express Entry system. A non-EEBC nomination isn't tied to an Express Entry profile at all, the permanent residence application is filed directly with IRCC as its own process. Which one applies depends on whether you have, or can build, a qualifying Express Entry profile, not on preference, and it changes both the fee and the shape of the timeline that follows.
What I do on a BCPNP file
The nomination phase covers assessing which stream and route fit, building your application to the province, and handling BC's requests for further information if they come up. The permanent residence phase, once nominated, covers preparing and submitting that application and managing any requests from IRCC along the way. If either the province or IRCC comes back asking for more, I handle that as part of the file, you're not left figuring out an unfamiliar request on your own.
